About Us

EMN Construction was founded by a team of Navy veterans who forged their bond while serving in the rigorous U.S. Navy Nuclear Power Program. Veronica Rendón, Jay Cho, and Austin Burrow met in one of the most technically demanding environments in the military—developing their skills as electricians, operators, and instructors on nuclear-powered aircraft carriers. Their shared commitment to precision, reliability, and teamwork laid the foundation for what would later become EMN Construction.

 

After transitioning to civilian life, each brought their expertise to a range of high-impact roles across the public and private sectors. Veronica served as a nuclear risk engineer and instructor, advising on plant safety and maintenance across North America. Jay built a career in electrical contracting, earning his Master Electrician license and founding a successful service company. Austin applied his leadership in complex government projects for the State Department and GSA. Drawing on these collective experiences, Veronica launched EMN Construction with a clear vision: to raise the bar for technical excellence and client service in the electrical and construction industries.

 

Today, EMN remains grounded in the values instilled during its founders’ time in the nuclear Navy—knowledge, integrity, and excellence—which continue to guide every project and every partnership. From installations and repairs to energy-efficient upgrades and emergency power sources, we pride ourselves on meticulous attention to detail and customer satisfaction.

Veronica Rendón

Veronica is a seasoned Electrical Distribution System Specialist with extensive experience spanning military operations and civilian nuclear risk evaluation. Her expertise centers around the testing, inspection, maintenance, and operational readiness of power distribution systems, with a specialized focus on large-scale electrical equipment.

Veronica’s technical career began during her service in the U.S. Navy, where she served as a Divisional Supervisor and Training Administrator onboard the USS Dwight D. Eisenhower. In this role, she led over 4,700 preventative and corrective maintenance actions on critical shipboard electrical and mechanical systems, placing a strong emphasis on quality assurance and mission readiness. Her leadership ensured the effective operation of complex power distribution systems, including generators, turbines, and auxiliary electrical equipment, under demanding conditions.

Currently, Veronica applies her expertise to evaluating nuclear power plant testing, inspection, and maintenance programs across multiple operational facilities in the U.S. and Canada. She assesses compliance with insurability standards, OEM recommendations, and industry guidelines for key electrical distribution systems, including turbine generators, diesel generators, transformers, and large battery storage systems. Her role involves identifying potential risks, recommending risk mitigation strategies, and ensuring that electrical systems are prepared for safe and efficient operation. In this role, she regularly collaborates with external agencies and participates in industry conferences, committee meetings, and user groups to gain insights on new testing and inspection methods, evolving technology, and emerging risks in the energy sector.

With a unique combination of operational, technical, and risk-based experience, she applies a comprehensive and disciplined approach to evaluating critical electrical systems.

Jay Cho

Yoonjay Cho serves as Vice President of EMN Construction, where he brings extensive field experience and leadership to the company’s electrical contracting operations. A licensed Master Electrician, Jay oversees the Construction and Maintenance Division, managing project execution with a focus on code compliance, jobsite efficiency, and high-quality workmanship. He works closely with clients, project managers, and trade partners to ensure clear communication, smooth coordination, and timely delivery across every phase of construction.

With a background spanning residential, commercial, and institutional projects, Jay understands the demands of the field from both the technician’s and the contractor’s perspective. He previously ran his own electrical business, handling everything from estimates and permits to installations and inspections. He’s also led teams on large-scale public sector projects, including school renovations requiring tight schedules and minimal downtime. A U.S. Navy veteran trained in nuclear power systems, Jay applies that same discipline and attention to detail to every job, making him a trusted partner to contractors who value reliability, collaboration, and professionalism on the jobsite.

Austin Burrow

Austin Burrow is the Vice President of EMN Construction, bringing over a decade of hands-on and managerial experience in electrical engineering, construction, and federal infrastructure projects. His career began in the U.S. Navy, where he served as a Nuclear Electrician’s Mate aboard the USS George Washington, gaining deep expertise in power generation, distribution, and maintenance on high-voltage systems. After receiving an honorable discharge, Austin transitioned to the private sector, quickly advancing from journeyman electrician to Quality Control Manager and Lead Electrical Field Engineer on multi-million-dollar Department of Defense projects. His leadership in implementing digital construction workflows and reducing installation errors earned him national recognition as an EC&M “30 Under 30 Electrical All-Star” and IEC Emerging Leader.

Austin’s career then continued with high-impact roles as a Project Manager and Mechanical Engineer for federal agencies including the U.S. Department of State and the General Services Administration. In these positions, he led the planning, design review, and execution of critical building systems at U.S. embassies and high-security facilities around the globe. He holds numerous certifications—Certified Construction Manager (CCM), Project Management Professional (PMP), NICET certifications in power testing and fire alarm systems—and is a licensed Master Electrician in multiple states. At EMN Construction, Austin leverages this diverse experience to oversee complex projects, mentor technical teams, and ensure that every client receives solutions that are technically sound, safely executed, and built to last.

  • Master Electrician (licensed in DC and Virginia)
